you dont have to wait to apply if you apply as a skilled worker, however you have to get 1 year of work experience in your field (for example a paid internship in a lab if you want to apply as a biologist).
But for the details on the condition for the application, you have to get some information in the Canadian embassy in your origin country or in the us (Buffalo) .
otherwise, you have to stay 3 years in Canada to become permanent resident directly.
